AMENDMENT TO THE MOTION OF THANKS TO THE GOVERNOR'S ADDRESS TO BE MOVED IN THE HOUSE
I) Dr. Nimaichand Luwang, MLA :
(1) Fails to mention the issue of Repeal of Black Laws e.g. Armed Forces Special
Power Act, 1958 and extension of disturbed Area in the State.
(2) Fails to mention the failure of the Government to take up infrastructure
development projects effectively and efficiently.
II) Shri I. Hemochandra Singh, MLA :
(1) The address fails to mention any remedial steps to improve the financial condition
of the State.
(2) Fails to clearly spell out measures to control the law and order situation in the
State.
(3) Fails to mention a clear development strategy and action plan to effectively
improve the existing conditions of essential services (vis-a-viz roads, drinking
water, health care & electricity) in the State.
III) Shri S. Ibohal Singh, MLA :
(1) The address fails to mention the specific policy for Protection of Loktak Lake and
Keibul Lamjao National Park.
(2) Fails to take up specific measures to check and control the excess of security
personnel in the State.
(3) Fails to take up measures for improvement of financial condition in the State.

(1) The speech (Address) fail to show the reason for inadequate award of fund by the
