| The House assembled at 11.00 a.m. of Monday, the 7th July, 2003 in the Assembly Hall with the Hon’ble Speaker, Shri T.N. Haokip in the Chair. MEMBERS PRESENT: Hon’ble Chief Minister, 25 Cabinet Ministers, Chairman (Hill Areas Committee), Deputy Speaker, 9 Ministers of State and 20 Elected Members. ORAL REPLIES WERE GIVEN TO THE FOLLOWING STARRED QUESTIONS: (a) In reply to Starred Question No 290 asked by Shri Ningthoujam Biren, MLA regarding the work order of material for fighting flood, the Hon`ble Minister (IFCD) gave a reply. (b) In reply to Starred Question No.291 asked by Shri L. Tomba Singh, MLA regarding the repair of Thoubal-Mayang Imphal road, the Hon`ble Minister ( Works) made a reply. (c) In reply to Starred Question No 292 asked by Dr. Nimaichand Luwang, MLA regarding the improvement of National Highway No. 39, the Hon`ble Minister (Works) gave a reply. (d) In reply to Starred Question No 293 asked by Shri N. Bihari Singh, MLA regarding the construction of D.C office, Imphal East, the Hon`ble Minister ( Revenue) made a reply. (e) In reply to Starred Question No. 294 asked by Shri O. Joy Singh, MLA regarding the progress report of the murder of a special contractor, the Hon`ble Chief Minister gave a reply. (f) In reply to Starred Question No 295 asked by Shri B.D. Behring, MLA regarding the missing persons at Litan Sareikhong, Ukhrul District, the Hon`ble C hief Minister made a reply. (g) In reply to Starred Question No 296 asked by L. Ibomcha Singh, MLA regarding the A.A.Y. scheme for Imphal West District, the Hon`ble Minister (FCS) gave a reply. (h) In reply to Starred Question No 297 asked by Dr. Nimaichand Luwang, MLA regarding the flood damaged roads in the state, the Hon`ble Minister (Works) made a reply. Reply to Unstarred Question No.20 was laid on the Table of the House as written reply. ZERO - HOUR: S/Shri B. D. Behring and P.S. Henry Paotei, MLAs raised matters during Zero- Hour. PAPER LAID ON THE TABLE: The Secretary, Manipur Legislative Assembly laid a copy of letter No. RS,1/8/2003-B dated June 17, 2003 from the Secretary- General, Rajya Sabha on the Table of the House. INTIMATION OF GOVERNOR’S ASSENT TO BILL: The Secretary, Legislative Assembly intimated the Governor’s assent to the following Bills to the House. (1) The Manipur Appropriation (No.1) Bill, 2003; (2) The Manipur Appropriation (No.2) Bill, 2003; (3) The Manipur Public Demands Recovery Bill, 2003 and (4) The Manipur Hill Areas (House Tax) (Second Amendment) Bill, 2003. REPORT LAID ON THE TABLE: Shri L. Lala Singh, Deputy Speaker, relaid a copy of the Tenth Report of the Rules Committee, 2003 and also laid the Eleventh Report of the Rules Committee, 2003 on the Table of the House. PRESENTATION OF COMMITTEE REPORT: Shri O. Ibobi Singh, Chief Minister presented the Seventh Report of the Business Advisory Committee, 2003 and also moved :- “that this House agreed with the allocation of time proposed by the Committee”. The House agreed. CALLING ATTENTION: (1) S/Shri O. Joy Singh and L. Ibomcha Singh MLAs called the attention of the Tourism Minister on the denial of entry to Dzuko Valley to a team of 41- members of Manipur Adventures and Allied Sports Institute. They wanted that a high powered Committee or team visit the area for a spot verification. Hon’ble Tourism Minister, C. Doungel informed the House that a team which had visited the place earlier for a spot study submitted a report that there was no boundary dispute. The Hon’ble Chief Minister further supplemented that as per spot verification report , no encroachment was seen and that a latest report could be made after sending an official team to the area. (2) Dr. Nimaichand Luwang, MLA called the attention of the Chief Minister on the killing of one Shri Lalhaba reported to be the Bureau Secretary of an underground outfit by security forces. He said that contradictory statements were made from the police side and the family side. He expressed wonder on the motive of the killing and demanded a judicial enquiry on this incident. Shri O. Joy Singh, MLA wanted a police report leading to the killing of Shri Lalhaba to be submitted before the House during this session. The Hon’ble Chief Minister replying to the Call Attention Motion observed that safety and security of the people was the primary concern of the Government. He said that Shri Lalhaba was killed while maintaining law and order by the security forces. On being pressed for a judicial probe by the mover , the Hon’ble Chief Minister said that a departmental report of the enquiry could be placed in the House later. The Hon’ble Speaker adjourned the morning session at 1.15 p.m. till 2.20 p.m. of the day. (The afternoon session resumed at 2.20 p.m.) MOTION FOR VOTE ON ACCOUNTS: Shri O. Ibobi Singh, Chief Minister moved a motion on Vote on Accounts. DISCUSSION ON GOVERNOR’S ADDRESS: Shri Th. Devendra Singh, Minister (Commerce and Industries), mover of the Motion of thanks to the Governor`s Address initiated the discussion observing that the address highlighted measures to improve the state’s infrastructure, unemployment and financial sectors. The State is taking up, among other things, steps for adequate water supply and irrigation, he said. This Address reflects the Government’s efforts to regulate the expenditure of the state while taking measures to increase its income by mobilising resources, he observed Shri Manga Vaiphei, Minister (Transport and Science & Technology), seconder of the Motion said that the Address reflected the actions taken by the state Government in pursuance of the MOU signed between the Centre and the State Government. The Address mentioned inter-alia rationalisation of schools, streamlining of Medical Department, setting up of Manipur State Higher Education Commission etc, he said. Dr. Nimaichand Luwang, MLA raised amendments and described the Governor’s Address as having no vision. He said that the Address had failed to clearly spell out an employment policy, management of financial resources and a state policy to tackle insurgency. Shri O. Joy Singh, MLA while moving amendment to the Motion of Thanks to Governor’s Address said that the Address failed to mention a youth policy of the state, incentives to Sports persons, concrete measures for a good law and order situation, streamlining of administration etc. Shri I. Hemochandra Singh, MLA supported the amendments. He said that thrust areas were not clearly mentioned in the Address. He expressed unhappiness on the functioning of the FCS Department, the inability of the Government to take up effective flood control measures and non-availability of life-saving drugs and vaccines. Shri M. Bhorot Singh, MLA expressed regret over the policy of the state Government to wind up 9 (nine) public undertakings which would result to the retrenchment of several employees. He said that the rehabilitation of surrenderees was very slow and added that Centrally sponsored schemes were not implemented properly. Shri S. Ibohal Singh, MLA stressed the need to build up necessary infrastructures in the state. Transparency and accountability of the Government, streamlining of the education and development of Loktak Lake were some of the issues he stressed upon. Participating in the Discussion Shri Ningthoujam Biren Singh, MLA criticised the Government for the alleged mismanagement of fund released for the construction of school buildings and implementation of S.S.A. scheme. He criticised the Government for the deplorable condition of roads and drainage system in the heart of the Imphal city. Shri M. Nilachnadra Singh MLA drew the attention of the Government to look after the day-to-day abduction and killing incidents in the state. He further added that in order to tackle insurgency in the state, modernisation of the state police forces is the only solution. He said downsizing policy would not solve the present financial position of the state but the state needed to go for resource mobilisation. Hon’ble Speaker Shri T.N. Haokip adjourned the House at 5 P.M. till 11 A.M. of Tuesday, the 8th July, 2003. |
