The House assembled at 11.00 am. of Wednesday, the 23rd July, 2003 in the Assembly Hall with the Hon’ble Deputy Speaker in the Chair.

MEMBERS PRESENT:

      Hon’ble Chief Minister, 25 Cabinet Ministers, Chairman (Hill Areas Committee), 9 Ministers of State and 21 Elected Members.

QUESTIONS:

(a) In reply to Starred Question No. 386, asked by S/Shri I Hemochandra Singh, and O. Joy Singh,MLAs concerning the action taken regarding the killing of Ksh. Rajen and Ksh. Hilanpu of Singjamei-Chingamakha, the Hon’ble Chief Minister made a reply.

(b) In reply to Starred Question No. 387, asked by Shri L. Ibomcha Singh, MLA regarding the payment of crops compensation to the Integrated Joint Farming Co-operative Society Ltd. for the crops damaged in the recent flood, the Hon’ble Chief Minister gave a reply.

(c) In reply to Starred Question No. 388, asked by Shri M. Nilchandra Singh, MLA regarding the amount of fund sanctioned by the centre for mordernisation of Police Department, the Hon’ble Chief Minister made a reply.

(d) In reply to Starred Question No. 389, asked by Shri S. Gopal Singh, MLA regarding the number of UGs released on bail, the Hon`ble Chief Minister gave a reply.

(e) In reply to Starred Question No. 390, asked by Shri N. Sovakiran Singh, MLA regarding the required quota of SK Oil & BPL rice under PDS, the Hon`ble Minister (FCS) made a reply.

(f) In reply to Starred Question No. 391, asked by Shri B.D. Behring, MLA regarding
the number of beneficiaries under AAY & AY for Chandel and Chakpikarong sub-divisions, the Hon’ble Minister (FCS) gave a reply.

(g) In reply to Starred Question No. 392, asked by Shri Erabot Yumkham, MLA regarding the issuance of fake pattas in the Imphal/greater Imphal area, the Hon`ble Minister (Revenue) made a reply.

(h) In reply to Starred Question No. 393, asked by Shri Vivek Raj Wangkhem, MLA regarding the allotment of playfields, the Hon`ble Minister (Revenue) gave a reply.

(i) In reply to Starred Question No. 394, asked by Shri S. Chandra Singh, MLA regarding the Family Benefit Scheme the Hon’ble MOS (Social Welfare) made a reply.

(j) In reply to Starred Question No. 395, asked by Dr. Nimaichand Luwang, MLA regarding the Total Expenditure of the state Government on Revenue (Plan and Non-Plan) and Capital expenditure during the financial years, 2001-2002 and 2002- 2003, the Hon`ble Chief Minister gave a reply.

Answer to Starred Question No. 396 was laid on the Table as written reply.

ZERO HOUR:

      Shri B.D Behring, MLA raised a matter regarding the contradictory report of the R.B.I ban on financial transactions.

STATEMENT MADE BY THE CHIEF MINISTER:

      The Hon`ble Chief Minister, Shri O. Ibobi Singh gave a statement regarding the death of Laishram Iboyaima. The prime accused Aheibam Prakash and Ph. Bisheshor were both killed in different encounters, he said and added that no clue of involvement of a third party was found. Since it was a privileged document, it could not be placed in the House, he said.

      Dr. Nimaichand Luwang, MLA wanted the document to be placed in the House later.

      Shri O. Joy Singh, MLA stated that criminal statements could not be considered as a privileged document.

CALLING ATTENTION:

     (i) S/ Shri O. Joy Singh, Nimaichand Luwang, MLAs called the attention of Minister, Education (S) on the misappropriation of fund in the Education (S) Department.

       Shri O. Joy Singh, MLA made allegations against the Education (S) Department for sanctioning of funds for repairing buildingless schools. He said that encashment had been made irregularly without implementing the works. He also pointed out irregularities in the promotion of A.Is and D.Is and sought a clarification from the concerned Minister.

       Dr. Nimaichand Luwang, MLA pointed out the misappropriation of funds regarding the building construction of Kwatha Junior High School. He also stressed the need to regularise and uphold the quality and standard in the construction of school buildings.

       The Hon`ble Minister, Education (S) replied that no major irregularities was found regarding the sanctioning. He informed the House that a team of officials had been sent for verification on implementation of the works and the report would be placed soon. Appropriate actions would be taken up against anybody if he was found guilty of misappropriation. He admitted sanctioning of money to the School Management Committee of Kwatha Junior High School. He said that actions would be taken up for non-completion of construction. He assured that a written statement on the matter would be tabled in the House during the current session.

    (ii) Shri Erabot Yumkham, MLA called the attention of the Education (S) Minister on the non-declaration of results of the final examination of the Navodaya Vidyalaya, Imphal-East.

       He said that due to lack of infrastructure of the Vidyalaya, the results were withheld. As per norms the State Government should bear the expenditure for three years and after that the Central Government would take over, he said. He added that the career of the students was at stake.

      The Hon’ble Education (S) Minister stated that there was no information regarding the matter. He gave an assurance to table a written document on the matter during the current session.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS, 2003-2004:

The Hon`ble Chief Minister moved Demand No. 10- Education and Demand No. 25- Youth Affairs and Sports for discussion in the House. The two Demands were clubbed for a joint discussion.

      Shri M. Bhorot Singh,MLA, moving a cut motion, said that Education Department was the most corrupted department. He emphasised the need to uproot the irregularities in the department. He drew the attention of the august House regarding the lack of proper accommodation facilities to the teachers posted in the remote and hill areas. He stated that the policy of transfer with post should be streamlined and irregularities in promotion should be looked into. He said that Youth Affairs and Sports Department was a disappointment. He stressed the need to strengthen the department for effective implementation of various programmes

       Shri S. Ibohal Singh, MLA moving a cut motion highlighted the better performance of the private Schools than the Government schools. He expressed that no change was seen in the administration of the Education Department. The non-performance of duties by the Z.E.Os, D.Is, and A.Is of the department was adversely affecting the department, he said. He also expressed his desire for rationalisation. He further stated that vacant post for schoolteachers in the hills and interior valley should be filled up. He wanted a clarification from the Government regarding the implementation of SSA scheme in the state. He also enquired about the money sanctioned for the development of schools in Tamenglong and Chandel districts.

      Shri Vivek Raj Wangkhem, MLA moving a cut motion enquired about the stand of the State Government regarding the Navodaya Vidyalaya, Imphal East and appealed the Education Minister to clarify it. Highlighting the pathetic condition of the Government schools, he enquired about the funds sanctioned under the Non-Lapsable Pool of Central Resources for school development. He wanted the various works taken up under these schemes to be placed in the House. He stated that a proper academic calendar should be maintained. He also emphasised the huge financial drain due to the high number of students studying outside the state. All these, he opined, could be corrected by a proper education policy. He also stated that a proper career guidance for sportspersons was needed.

      Shri Ningthoujam Biren, MLA moving a cut motion expressed his view that a new education policy was required. He also emphasised the need for recruiting new teachers. He questioned the proper implementation of Central Schemes for school development. He further suggested the recruitment of more sportspersons in the Government Departments. He expressed his opinion that the provision of Centrally Sponsored Schemes for development of playground should also be availed of.

      Dr. Nimaichand Luwang, MLA moving a cut motion expressed the need to find out the prevailing mistakes in the present education policy and to rectify them by formulating a new policy. The lack of teachers, he said should be filled up by the redeployment policy. He further sought a clarification regarding the increase in the admission fee of Sainik School. He strongly recommended a new education policy, which would instill a new sense of good character and patriotism. He also expressed the need for developing proper sports facilities.

      Shri D. Shaiza, MLA moving a cut motion expressed unhappiness over the manner in which DIET Centre Ukhrul was opened. He pointed out various irregularities in the recruitment of post of the Centre and wanted a clarification from the Minister. He also expressed unhappiness that the allocation of fund for the construction works under SCERT was being diverted. The various inconveniences due to the non completion of Hostel construction at Moirang and Chandel was also highlighted by him. He pointed out the discriminatory attitude of the Government regarding the exclusion of Colleges in the Hills in the allotment of College repairing funds.

      Shri L. Ibomcha, MLA moving a cut motion stressed the need to streamline the transfer and posting of teachers. He said that proper funds should be earmarked for the Language Cell in the Education Department. He also urged for the increase of daily allowances of sportperson from Rs 40 to Rs 100. He further said that the gold medallist sportspersons should be recruited by the Government. He also drew the attention of the Minister to the inconveniences faced by the sportpersons in getting their entitled concession on railway fare.

      Shri O. Joy Singh, MLA moving a cut motion wanted the Government to pursue the Central Government for the establishment of a Central University in the State. He urged the Government to take steps for bringing quality education in the state. He alleged that the Education Department had given promotion to some officers who were not included in the zone of consideration as ZEO. He said that the only remedy to bring quality education in the state was to privatise Education.

      Shri Y. Mani Singh, Minister, Education (S), replying to the demand discussion, informed the House that his department had opened four offices of DI of schools in order to streamline education. He said that the programme for extension of two classrooms had been undertaken in many Higher Secondary Schools, High Schools and Primary Schools. As a step to bring quality education, many schoolteachers were undergoing BEd training, he said. He informed the House that for the successful implementation of SSA Scheme, the department had set up a State Mission Authority and expressed hope that its implementation would be able to solve some aspects in the field of education. He said that steps had been taken for decentralisation of education. An Expert Committee, consisting of seven officers, had been formed and it had recommended certain proposals, he further added. He also informed the House that an academic calendar had been framed and instruction had been given for its successful implementation.

      Shri O. Ibobi Singh, Chief Minister supplementing to the reply made by the Education Minister refuted the allegation of favouritism and nepotism in respect of transfer and posting of teachers and also added that as a matter of necessity, transfer of teachers from valley to hill areas with post was being done. He admitted that he had mistakenly given consent to the SCERT (Autonomous) for the implementation of SSA Schemes. He refuted the charge made by Shri D. Shaiza, MLA that the tribal rights had been denied at the appointment of some posts at the DIET Centre.

      Dr T. Meinya Singh, Minister (Higher and Technical Education) replying to the discussion said that the Manipur State Higher Education Commission had been set up and had started functioning from 8th May, this year. Regarding the privatisation of Education as suggested by some Members, he said it would be viable only to Colleges in the urban and not to Colleges in Hills and rural areas. He said that job oriented courses would be extensively introduced. He informed the House that after the Cabinet approval on June 17, this year, the Government College of Technology had been handed over to a society.

      Shri A. Aza, Minister (Youth Affairs and Sports) replying to the demand discussion said that promotion of Games and Sports, implementation of Physical Education Programmes and Youth Afffairs Programmes were some of the main initiatives taken by the department of Youth Affairs and Sports. He said that many players of the State had got medals in both the National and International levels. Despite the paucity of fund, more than Rs 43.60 lakhs had been distributed to the sport persons this year on the day of observance of the “Players’ Day”. He said that the Chief Minister had sanctioned money for the maintenance of Khuman Lampak Sports Complex. Installation of Toy Train at Khuman Lampak, development of Cricket, building of mini stadiums in all the districts and framing of a sports policy were some of the new ventures, the department would undertake, he added. He said that several Youth Exchange Programmes and Youth Festivals were held regularly. Enhancements of daily allowances, provision of concession on railway ticket etc for players were provided, he said. Employment opportunities for outstanding sportspersons would be considered, he informed the House.

      S/ Shri M. Nilchandra Singh, S. Ibohal Singh, M. Bhorot Singh, L. Ibomcha Singh, D. Shaiza and O. Joy Singh, MLAs sought clarifications.

      Necessary clarifications were made by Shri Y. Mani Singh, Minister, Education (S), Dr T. Meinya Singh, Minister (Higher and Technical Education) and Shri A. Aza, Minister (Youth Affairs and Sports).

      The Hon`ble Chief Minister supplemented to the clarification and moved the Demands for passing.

      The cut motions were withdrawn and Demand No. 10- Education and Demand No. 25-Youth Affairs and Sports Department were passed unanimously by the House.

HALF AN HOUR DISCUSSION :

    (i) Shri B.D. Behring, MLA raised a discussion on the non-transfer of Land Records in respect of the Hill Districts arising out of the Starred Question No. 323-dated 14-7-2003 and expressed that the land records must be transferred to facilitate district administration.

      Shri E. Biramani Singh, Hon`ble MInister (Revenue) clarified that survey of the lands must be done first and reason for non- transfer of land records was due to its non-completion. He said that necessary steps were underway in this respect. The Hon`ble Chief Minister supplemented to the reply.

    (ii) Shri P.S. Henry Paotei, MLA raised a discussion on the report of the Chairman, DRDA, Senapati arising out of the Starred Question No. 331 dated 15-7-2003. He alleged that encashment had been made despite the non-implementation of the works. He tabled authenticated documents in this regard.

       Shri N. Loken Singh, Minister (RD & PR) clarified that no such thing occurred according to the report of the concerned D.C.

      The Hon’ble Speaker directed that the matter be sorted out between the Minister and the MLA.
