The House assembled at 11.00 am. of Thursday, the 24th July, 2003 in the Assembly Hall with the Hon’ble Deputy Speaker in the Chair.

MEMBERS PRESENT:

     Hon’ble Chief Minister, 25 Cabinet Ministers, Chairman (Hill Areas Committee), 9 Ministers of State and 20 Elected Members.

QUESTIONS:

     (a)    In reply to Starred Question No. 397, asked by S/Shri D. Shaiza, MLA regarding the criteria of various  schemes under Tribal Development, the Hon’ble Minister (TD) made a reply.

    (b) In reply to Starred Question No. 398, asked by Shri M. Bhorot Singh, MLA regarding the auction of octroi of Imphal Municipal Council, the Hon’ble Minister (MAHUD) gave a reply. The Hon`ble Chief Minister supplemented to the reply and asked the MAHUD Minister to table necessary information to the House in the evening.

    (c) In reply to Starred Question No. 399, asked by Shri O. Joy, MLA regarding the financial assistance to eminent Sanskrit scholars, the Hon’ble Minister, Education (S) made a reply.

    (d) In reply to Starred Question No. 400, asked by Shri S. Ibohal Singh, MLA regarding the status of Thoubal Multipurpose Project, the Hon`ble Minister (IFCD) gave a reply.

    (e) In reply to Starred Question No. 401, asked by Shri P.S Henry Paotei, MLA regarding the CSS Scheme for Education Department, the Hon`ble Minister, Education (S) made a reply.

    (f) In reply to Starred Question No. 402, asked by Dr. Nimaichand Luwang, MLA regarding the fund released under Central Pool of Non- Lapsable Resources for Higher Education, the Hon’ble Minister Education (U) gave a reply.

    (g) In reply to Starred Question No. 403, asked by Shri S. Chandra Singh, MLA regarding the water supply schemes of Andro constituency, the Hon`ble MOS (PHED) made a reply and further supplemented by the Hon`ble Minister (PHED).

    (h) In reply to Starred Question No. 405, asked by Shri S. Gopal Singh, MLA regarding the Bir Tikendrajit Fly Over Bridge, the Hon`ble Minister (MAHUD) gave a reply.

    (i) In reply to Starred Question No. 406, asked by Shri I. Hemochandra Singh, MLA regarding the construction of zonal water reservoir at Singjamei Oinam Thingel, the Hon’ble MOS (PHED) made a reply and further supplemented by the Hon`ble Minister.

                     Answers to Starred Question Nos. 407 and 408 were laid on the Table as written replies.

ZERO HOUR:

     Shri N. Sovakiran Singh, MLA raised a matter regarding the bad condition of road due to depression in Singjamei wangma Kshetri Leikai. He drew the attention of the concerned Minister to take necessary steps.

CALLING ATTENTION:

    Shri O. Joy Singh, MLA called the attention of the Chief Minister on the missing of one Shri Moirangthem Diben of Langathel Mamang Leikai since 15-02-2003.

    He stated that regarding the matter, Smt. Moirangthem Apabi Devi, mother of the victim, lodged a complaint to the SP Tamenglong on 24-02-2003 to recover the dead body and to hand it over to her for the last rires. He enquired whether any action had been taken to recover the body or to book the culprits.

     The Chief Minister, Shri O. Ibobi Singh said that Shri Diben was an absconder and steps were being taken up to arrest him. He stated that an FIR case was lodged by Smt Wugailung of Tamenglong regarding the killing of her husband by Diben. . He also mentioned the finding of a dead body at Longjon hillock, later identified as Chirom Arunkumar of Kamong.

      Shri O. Joy Singh, MLA said that the complaint of Smt Wuigalung might be to cover up the killing of Diben. He wanted an investigation to verify the dead body and sought a detailed information, including the post mortem report and FIR No. from the SP and concerned OC of Tamenglong.

     The Chief Minister, Shri O. Ibobi Singh reiterated that it was not a simple issue and needed to look into the latest developments. He added that verification would be made and post mortem report would be examined for necessary action.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS, 2003-2004:

     The Chief Minister, Shri O. Ibobi Singh moved Demand No. 11- Medical, Health and Family Welfare Services and Demand No. 12- Municipal Administration, Housing and Urban Development for discussion in the House. The Demands were clubbed for a joint discussion.

      Shri M. Bhorot Singh, MLA moving cut motions described the conditions of J.N. Hospital as very bad. Lack of control and mismanagement were some of the factors, he added. He expressed the need for posting required doctors and render proper health facilities in the hill districts. Regarding medical treatment outside Manipur, it was due to the lack of confidence to the doctors, he said. He said that the matter should be streamlined and discussed as it affected the economy of the state. In respect of MAHUD Department he stressed the necessity of constructing drains especially in Imphal areas instead of a hasty plan to construct the Khwairamband Bazar. He made some allegations against the MAHUD Department for non- utilisation and misuse of some Schemes.

     Shri N. Bihari Singh, MLA moving a cut motion pointed out the poor administration of JN Hospital due to lack of infrastructure and inefficiency of the doctors. Regarding the drain of specialised doctors from JN Hospital to RIMS, such practices should be stopped, he said. He said that so far no CMO was posted in Imphal East. He also wanted equal distribution of funds sanctioned under AIDS Awareness Programme to all the districts.

     Shri T.N. Haokip, Hon`ble Speaker sought the co-operation of the Hon`ble Members to maintain the allocated time.

     Shri Ningthoujam Biren, MLA moving a cut motion highlighted the non functioning of some sophisticated equipments like CT Scan Machine, X- Ray machine etc. in the JN Hospital and suggested for repairing them. He suggested streamlining the administration in this Hospital as well as the promotion of the doctors. On MAHUD, he wanted the authority to take up some means of disposal of the garbage piled up in the heart of Imphal City and for modification and modernisation of roads in the city.

     Shri L. Ibomcha Singh, MLA moving cut motions highlighted the lack of manpower, non- functioning of equipment and lack of vehicles in JN Hospital. He suggested for clearing the due salaries of contract Nurses and also for providing Medical reimbursement for government employees for the case of Hepatitis-B. He expressed his displeasure on the MAHUD Minister`s interference in the affairs of Imphal Municipal Council.

     Shri M. Nilchandra, MLA moving a cut motion expressed that there were some irregularities in the allotment of lease in Imphal Municipal Area. He criticised the non-release of loans to Government employees to be invested by HUDCO and suggested to take up MAHUD schemes for providing employment opportunities to the youths. He suggested to keep the identity of the Women Vendors of Khwairamband Bazar intact.

     Dr. Nimaichand Luwang, MLA moving a cut motion proposed the Government to open a public ledger account (PLA) in JN Hospital. He expressed displeasure on the Doctors of government Hospital working in private clinics, which resulted to the dereliction of duty. He suggested to regulate the mushrooming of private nursing schools without having adequate infrastructure. He criticised the discrimination in the admittance of trainee nurses into JN Hospital for practice training. He expressed concern over the deplorable and unhygienic environment of Imphal Municipal area. He criticised the MAHUD Minister for interfering in the internal working of IMC.

     Shri O. Joy Singh, MLA moving a cut motion flayed the government for misuse of money invested on Nagar Panchayats and questioned the purpose of money sanctioned for Govindaji Temple. He expressed displeasure for non -construction of drainages in the rural areas. He proposed to modify the plan of the Multi Storied Market Complex at Khwairamband Bazar. He blamed the government that allotment had already been made to some persons other than the Women vendors. He cautioned the government not to build the Complex by force.

      The Hon`ble Speaker sought the opinion of the House regarding the type of action to be taken up to K. Thoiba Meitei for his attempt for disrupting the proceedings of the House. Despite Shri N. Bihari Singh, MLAs’ opinion of imprisoning him, the Hon`ble Chief Minister opined to release him after detaining till the end of the day’s session and giving him some advice.

      The House supported the opinion and the Hon`ble Speaker announced that K. Thoiba Meitei would be confined in the security custody of the House till the end of the day’s session and then he would be released.

     Dr. Chaltonien Amo, Hon`ble Minister (Health) clarifying the motion said that the department was totally committed in providing optimum health services to the common people. The ratio of the number of beds in the JN Hospital and the population was 1:1000, which was conventional, he said. He informed the House that he joined a recent social service programme conducted in the complex of JN Hospital as a step of cleaning it. Regarding drainage system of the hospital, the co-operation of the people of the vicinity was necessary, he added. He clarified that CMO Imphal had been taking charge of both Imphal West and Imphal East and due to the ban of appointment and financial crunch, a separate CMO for Imphal East couldn’t be appointed.

     He admitted to the lack of doctors including specialists and also of Health Centres. He assured that arrangement would be made very soon to repair the defunct equipmeent in J.N. Hospital and for payment of due salaries of contract nurses. He said that he would examine the matter regarding the medical reimbursement of Hepatitis -B cases.

      Some opposition Members complained to the Speaker for allotting more time to the Ministers. Some Members described the ruling of the Hon’ble Speaker as undemocratic and un-parliamentary.

     All the opposition members staged a walk out in protest against the ruling of the Speaker.

     Shri Bijoy Koijam, Minister (Family Welfare) replying to the discussion clarified that no financial assistance had been received from the European Commission as wrongly conceived in some section. He further clarified that no irregular appointments were made.

     Shri L. Nandakumar Singh, Minister (MAHUD) clarified that the plans for constructing the multi-storied Market complex at Khwairamband Bazar had not been finalised and assured that sentiments of the public would be respected. He assured that identity of the women vendors would not be disturbed and number of seats would be increased and not decreased. Responding to the matter of horizontal expansion, he said it would not be practicable due to lack of space and vertical expansion would decrease congestion. He clarified that he didn’t interfere in the internal affairs of Imphal Municipal Council and that the Council was working under the bounds of law. He further said there was no case for misuse of fund. He also informed that housing loans would be extended once HUDCO released the fund. He announced that an amount of Rs .40 crores had been sanctioned by Ministry of Environment and Ecology for implementing the Solid Waste Management Project.

     Chief Minister Shri O. Ibobi Singh made an appeal to all concerned to co-operate and give no hindrance to the construction of the Market Complex. He informed the House that Rs. 45 crores had been sanctioned by the Central Government for the plan. He reiterated that identity of the Market wouldn’t be disturbed. He said that suggestions were welcomed and any apprehension could be sorted out. Referring to the implementation of the Sarva Shiksha Abhiyan Scheme, he said that it was obstructed by a court case and appealed for vacating the case. If it is not implemented the Central assistance of such Schemes would be stopped in future, he informed. He sought the co-operation of all members and intellectuals towards the effective implementation of Centrally Sponsored Schemes (CSS) Schemes.

     The Hon’ble Chief Minister moved for the passing of the Demands.

     The cut motions were voted down and Demand No. 11- Medical, Health and Family Welfare Services and Demand No. 12- Municipal Administration Housing & Urban Development were passed by the House.

      The Hon`ble Speaker adjourned the House at 4.30 pm. till 11.00 am. of Friday, the 25th July, 2003.
