The House assembled at 11.00 am. of Thursday, the 4th March, 2004 in the Assembly Hall with the Hon’ble Speaker in the Chair. 

MEMBERS  PRESENT:

                Hon’ble Chief Minister, 24 Cabinet Ministers, Chairman (Hill Areas Committee),  7 Ministers of State and 5 Elected Members. 

                (All the Opposition Members  left the House before the Hon’ble Speaker took the chair.) 

QUESTIONS: 

(a)               Hon’ble Minister (MAHUD) gave a reply to Starred Question No. 570, asked by Shri Erabot Yumkham, MLA regarding the payment of pension to pensioners of the Imphal Municipal Council.

Starred Question No. 575 was withdrawn and Starred Question Nos. 568, 569, 571, 572, 573, 574, 576 & 577 were not asked. 

ZERO-HOUR: 

                During Zero- Hour Shri Nongthombam Biren, Minister of State (Forest & Environment) raised the issue of the frequent attacks by unknown assailants at the residence of Ministers and said that such attacks should be condemned.

CONSIDERATION AND PASSING OF BILL:

                Shri O. Ibobi Singh, Chief Minister moved the Manipur Appropriation (No.1) Bill, 2004 and the Manipur Appropriation (No.2) Bill, 2004 for consideration and passing. 

            After clause by clause consideration, the following Bills were passed by the House:                       

             (i)       The Manipur Appropriation (No.1) Bill, 2004 and

            (ii)       The Manipur Appropriation (No.2) Bill, 2004.

ANNOUNCEMENT BY THE SPEAKER: 

                Hon’ble Speaker, Shri T.N. Haokip informed the House that he had received a Notice of Resolutions dated 13/02/04 for removal of the Speaker from his office. He announced that the notice of resolution was rejected and it was placed in the House. 

            The House agreed to the ruling of the Speaker.                       

            The Hon`ble Speaker wished all the Hon`ble Members and the people of Manipur a happy Yaoshang( Holi). 

            The Hon’ble Speaker, Shri T.N. Haokip adjourned the House sine-die at 11.25 a.m.
