3.         (i)       Dr. Nimainchand Luwang and Shri O. Joy Singh, MLAs to call the attention of Home Minister on the reported killing of one Ph. Keshorjit Singh of Nongada Awang Leikai by the Assam Rifles.

                        (ii)      Shri  L. Ibomcha Singh, MLA to call attention of the Home Minister on the non release of matured amount to the investors by the Denizen Company, Imphal Branch.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           5.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 11 - MEDICAL, HEALTH AND FAMILY
WELFARE SERVICES :

         Shri O. Ibobi Singh, Chief Minister to move : 

 “that  a  sum  not  exceeding  Rs. 77,07,56,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 11 - Medical, Health and Family Welfare Services.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri M. Nilchandra Singh,

            Shri N. Bihari Singh,

            Shri O. Joy Singh,

            Dr. Nimaichand Luwang,

            Shri M. Bhorot Singh and

            Shri L. Ibomcha Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Re. 1”. 

            On account of :

(i)        Failure to protect the interest of the doctors and patient.

                         (ii)      Failure to check private practice by the Government
                                    doctors.

(iii)    Failure to complete construction of Medical               institution buildings like Yairipok C.H.C., Khoirom P.H.C. and others.

(iv)     Failure of working of J.N. hospital in the interest of the people.

                         (v)      Failure to appoint the public analyst.

                         (vi)     Mal-administration in Health Department.

                         (vii)    Failure  to  provide adequate facilities in the District
                                    Hospitals of the State.

(viii)    Unhygienic disposal of the used up articles resulting in haphazardous health condition of the people.

(ix)     Non-providing of medical facilities to all the patients registered at the Centre in J.N. Hospital, Imphal and RIMS, Imphal under the scheme of the ART.

(x)      Non-availability of doctors in rural and hill areas.

(2)    Demand No. 13 - LABOUR AND EMPLOYMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 6,14,02,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 13 - Labour and Employment.” 

(a) MOTION  FOR  DISAPPROVAL  OF  POLICY CUT :

            Shri M. Nilchandra Singh and

            Shri L. Ibomcha Singh, MLAs  to move : 

“That the amount of  the demand be reduced to Re. 1.” 

            On account of :

(i)      Failure to prepare employment policy of the State. 

 (3) Demand No. 18 - ANIMAL HUSBANDRY AND VETERINARY INCLUDING DAIRY FARMING :

Shri O. Ibobi Singh, Chief Minister to move : 

 “that  a  sum  not  exceeding  Rs. 20,99,44,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 18 - Animal Husbandry and Veterinary including Dairy Farming.”  

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri M. Bhorot Singh,
            Shri O. Joy Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 1”.

            On account of :

(i)    Failure of the all round development of the Department.

(ii)  Failure to implement the schemes under the department.     

 (4)  Demand No. 22 - PUBLIC HEALTH ENGINEERING :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 91,01,77,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 22 - Public Health Engineering.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri S. Ibohal Singh and

            Shri I. Hemochandra Singh, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 1”.

            On account of :

(i)      Non-functioning of water supply schemes in rural areas.

(ii)     Failure of the Department to provide drinking water in greater Imphal areas.

(iii)    Lack of maintaince funds.

(iv)     Failure to check water theft and wastage.

(b)      MOTION FOR ECONOMY CUT :

            Shri o. Joy Singh and

            Dr. Nimaichand Luwang, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 1,000”.

            On account of :

(i)      Non-functioning of completed  schemes for supply of drinking water and also to cover the targeted population.

(c)      MOTION FOR TOKEN CUT :

            Shri L. Ibomcha Singh and

            Shri N. Biren, MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  to Rs. 1,00”.

            On account of :

(i)      Failure to take up works as per prescribed standard and quality of public hydrant.

(ii)     Failure of maintaining Imphal Kangchup pipelines.

(iii)     Unhygenic water supply due to the lickage of
 pipelines.

 (5)  Demand No. 45 - TOURISM :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 3,56,85,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 45 - Tourism.”

Appropriation (No.3) Bill, 2005.
