CALLING ATTENTION :

           3.   (i)   S/Shri M. Nilchandra Singh and I. Hemochandra Singh, MLAs to                                 call  the  attention of Chief Minister on the economic blockade                                  on National Highways No. 39 and 53.

 

                       (ii)  Shri S. Ibohal Singh, MlA to call the attention of  Fisheries  Minister                                 on  the  ban of the Government on fishing  in  Loktak Lake  and                                    Takmu Commercial Fishing Farm. 

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           4.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No.1 - STATE LEGISLATURE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 1108,74,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No.1 - State Legislature.” 

(2)    Demand No. 2 - COUNCIL OF MINISTERS :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 1,72,73,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 2 -  Council of Ministers.” 

(a)       MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri L. Ibomcha Singh, MLA to move :

               “That the amount of the demand be reduced to Re.1”

            On account of :

(i)       Failure to constitute Consultative Committees in the Government Departments.

(3)    Demand No. 3 - SECRETARIAT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 20,31,63,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 3 -  Secretariat.” 

(a)      MOTION FOR ECONOMY CUT :

            Shri L. Ibomcha Singh, MLA to move :

 “That the amount of the demand be reduced by Rs. 500”

            On account of :

(i)       Lack of concrete policy for economy resources.

(b)      MOTION FOR TOKEN CUT :

            Shri O. Joy Singh and

            Dr. Nimaichand Luwang, MLAs to move :

“That the amount of the demand be reduced by Rs. 100”

            On account of :

                         (i)       Failure to maintain the official secrecy.

                         (ii)      Irregular and unpunctual attendance.

                         (iii)    Lack of prompt action and integrity.

 (iv)     Lack of direction, supervision and control.

(4)    Demand No. 27 - ELECTION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a sum  not  exceeding  Rs. 3,48,75,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 27 - Election.” 

(a)      MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri S. Ibohal Singh, MLA to move :

                     “That the amount of the demand be reduced to Re.1”

            On account of :

(i)      Failure to complete the printing of Electoral  Rolls of  the State of Manipur on the basis of  the latest revision.

(5)    Demand No. 30 - GENERAL ECONOMICS SERVICES
 AND PLANNING :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 120,25,06,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 30 - General Economics Services and Planning.” 

(b)       MOTION FOR TOKEN CUT :

            Shri M. Bhorot Singh, MLA  to move :

“That the amount of the demand be reduced by    Rs. 100”

            On account of :

(i)       Failure to produce proper General Economics  Services and Planning. 

HALF-AN-HOUR-DISCUSSION :

5.    Shri Erabot Yumkham, MLA to raise  a discussion on the  construction of the Bir Tikendrajit Bhavan, New Delhi arising out of Starred Question No. 725 asked on 24.6.05.
