REPORTS TO BE LAID ON THE TABLE :

           2.   Shri  O. Ibobi Singh,  Chief  Minister  to lay  the  following  Reports  on  the  Table of the House :-

                 (i)   Reports of  the  Comptroller  and  Auditor General of India for the                              year ended 31st March 2004, Government of Manipur.

                 (ii)      Finance Accounts, 2003-04, Government of Manipur.

                 (iii)     Appropriation Accounts, 2003-2004, Government of Manipur.

ADJOURNMENT MOTION :

           3.   Motion for adjournment on matters of urgent public importance, if any. 

CALLING ATTENTION :

           4.   (i)   Shri B.D. Behring, MLA to call the attention of Chief Minister on                                the widespread destruction of buildings and other properties caused                                by hailstrom in Chandel District.

                 (ii)  Shri O. Joy Singh and Dr. Nimaichand Luwang to call the attention                              of  Chief Minister  on  the  possibility  of  setting  up  of  a  Boarder                               Commission for Naga inhabited area.

DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           6.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No.4 - LAND REVENUE, STAMPS & REGISTRATION  and  district  administration :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 26,73,09,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No.4 - Land Revenue, Stamps & Registration and District Administration.” 

(a)       MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri O. Joy Singh and

            Dr. Nimaichand Luwang, MLAs to move : 

“That the amount of the demand be reduced to Re.1”

            On account of :

                         (i)       Failure to collect revenue taxes.

                         (ii)      Failure to detect fake pattas.

(iii)     Failure  to  make  payment  of  land  compensation for Canchipur area.

(iv)    Non-transfer of land documents from Settlement Department.

                        (v)    Non-functioning of SDC office in  their actual location.

(a)       MOTION FOR ECONOMY CUT :

                        Shri L. Ibomcha Singh and
                        Shri M. Bhorot Singh MLAs to move : 

                                    “That the amount of the demand be reduced by
                                    Rs. 500”                       

                        On account of :

(i)       Lack of concrete policy of Resources  Mobilisation.

(ii)       Failure  to computerise Land Records.

(iii)    Mal-administration in the Revenue Department.

 

(2)    Demand No. 8 - PUBLIC WORKS DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 402,66,98,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 8 - Public Works Department.” 

(a)       MOTION FOR DISAPPROVAL OF POLICY CUT :

                        Shri M. Bhorot Singh,

                        Shri S. Ibohal Singh,

                        Shri L. Ibomcha Singh,

                        Shri O. Joy Singh and

                        Dr. Nimaichand Luwang, MLAs  to move : 

“That the amount of the demand be reduced to Re.1” 

                        On account of :

(i)        Failure  to construct the roads thereby causing  inconvenience to the people.

(ii)       Non-rational widening of roads in the greater  Imphal areas.

(iii)     Irrational destruction of buildings in the name  of widening of roads.

(iv)      Non-reconstruction  of  National  Highways  No.53.

(v)       Non-completion  of  works  in  time and lack  of proper road system.

(vi)      Failure to maintain roads and bridges.

(vii)     Failure  to  take  up  works  as  per  prescribed  standard and quality.

(b)       MOTION FOR TOKEN CUT :

                        Shri B.D. Behring and

                        Shri I. Hemochandra Singh, MLAs  to move :

 

“That the amount of the demand be reduced by Rs.100”

 

                        On account of :

(i)        Failure  to  implement  works  programme  of  P.W.D. specially Pallel-Chandel Road, Chandel-Sugnu, Chakpikarong-Sajik Tampak  Road.

(ii)       Non -completion  of  Bridge  construction in  time.

(iii)     Non-availability of bitumen for black  topping  of roads.

(3)    Demand No. 26 - ADMINISTRATION OF JUSTICE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 5,54,88,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 26 - Administration of Justice.” 

(a)      MOTION FOR TOKEN CUT :

            Shri L. Ibomcha Singh, MLA to move : 

“That the amount of the demand be reduced by    Rs.100”. 

            On account of :

(i)       Mal-administration in the Administration of  Justice.

(ii)      Failure to establish separate High Court for  the State of Manipur.

(4)    Demand No. 35 - STATIONERY AND PRINTING :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a sum  not  exceeding  Rs. 2,38,40,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 35 - Stationery and Printing.” 

(5)    Demand No. 42 - state academy of training :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 115,00,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006 in respect of Demand No. 42 - State Academy of Training.”
