     4.     (i)     Shri I. Hemochandra Singh, MLA  to call the attention of MAHUD  Minister  on  the reported  allotment of shops and  plots by the  Chairperson  of  IMC. 

                          (ii)   S/Shri  Erabot  Yumkham and M. Bhorot Singh, MLAs  to  call  the attention  of   Revenue  Minister on  the  casualties  following  the  land acquisition  for  Capital Projects.

 DISCUSSION AND VOTING ON DEMANDS FOR GRANTS :

           6.   Discussion and voting on demands for grants, 2005-2006. 

(1)    Demand No. 17 - AGRICULTURE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 28,16,80,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 17 - Agriculture.”  

(a)      MOTION FOR ECONOMY CUT :

            Shri M. Bhorot Singh, MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 500”. 

            On account of :

                         (i)       Failure  to  produce enough foodgrains.

(b)      MOTION FOR TOKEN CUT :

            Shri M. Nilchandra Singh,

            Dr. Nimaichand Luwang,

            Shri O. Joy Singh,  MLAs  to move : 

“That  the  amount  of  the  demand  be  reduced  by  Rs. 100”. 

            On account of :

(i)       Failure  to  prepare  an agricultural policy of  this     state.

(ii)      Failure to provide assured irrigation for crop    production.

 

(2)    Demand No. 20 -  COMMUNITY  DEVELOPMENT  AND ANP, IRDP AND NREP :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 71,20,14,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 20 - Community Development and ANP, IRDP & NREP.” 

(a)       MOTION  FOR  ECONOMY CUT :

            Shri O. Joy Singh and

            Dr. Nimaichand Luwang, MLAs  to move : 

                         “That the amount of the demand be reduced by                                Rs.1,000.” 

            On account of :

                         (i)       Mal-administration and corrupt practice. 

(3)    Demand No. 36 - MINOR IRRIGATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 14,09,60,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 36 - Minor Irrigation.” 

(a)       MOTION FOR DISAPPROVAL OF POLICY CUT :

            Shri S. Ibohal Singh, MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  to  Re.1” 

            On account of :

(i)       Failure  to  supply  water to the paddy fields  in  Manipur.

(b)       MOTION  FOR ECONOMY CUT :

            Dr. Nimaichand Luwang,  MLA  to move : 

“That  the  amount  of  the  demand  be  reduced  by Rs.1,000.” 

            On account of :

                       (i)      Failure  to  maintain  functioning  Minor                                  Irrigation Scheme.

(ii)    Failure  to  maintain  Itok Dam  and  Tamengkhok Canal. 

 (4)   Demand No. 41 - ART AND CULTURE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 14,77,14,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2006  in respect of Demand No. 41 - Art and Culture.” 

(a)    MOTION FOR  DISAPPROVAL  OF  POLICY CUT :

Shri I. Hemochandra Singh and

            Shri B.D. Behring, MLAs  to move : 

“That  the  amount  of  the  demand  be    reduced  to    Re.1” 

            On account of :

(i)       Lack of direction  and  vision  in  the protection of  Kangla  Fort  Heritage.

                         (ii)      Non-completion of  MFDC Theatre Hall.
