                                    misappropriation  of  deposit   money  to the  tune of   Rs. 2,71,67,775/- 
                                    by  North-Eastern  Trade  Finance Investment Co-Limited on the pretext
                                    of giving loans to the  applicants.

(1)    Demand No. 5 - FINANCE DEPARTMENT :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 190,63,38,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 5 - Finance Department.”

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                Shri  L. Ibomcha Singh, MLA to move :- 

                                        “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Failure to redress  the grievances of the aggrieved
                                                 family of local M.C.S.  (Grade-I Officer ) who was
                                                 killed on  18-1-01 while on duty.

                    (B)      MOTION  FOR TOKEN CUT :

                                S/Shri M. Bhorot Singh and
                         M. Nilchandra Singh,  MLAs  to move :- 

                                        “ That the amount of the demand be reduced  by Rs.100”.

                                             On Account of :

                                            (i)        Failure of proper financial management.

                                           (ii)       Failure to introduce a clear cut policy to maintain  
                                                the financial policy in the  State.

(2)    Demand No. 9 - INFORMATION AND PUBLICITY :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 2,75,56,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 9 - Information and Publicity.” 

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                Shri  L. Ibomcha Singh, MLA to move :- 

                                               “ That the amount of the demand be reduced to Re. 1”. 

                                            On Account of :

                                            (i)        Maladministration in the Department.  

(3)    Demand No. 23 - POWER :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 297,39,60,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 23 - Power.”  

                    (A)      MOTION  FOR DISAPPROVAL OF POLICY CUT :

                                               “ That the amount of the demand be reduced to Re. 1”.

                                             On Account of :

                                            (i)        Non-availability of adequate power supply.
                                    (ii)       Failure to provide transformers.
                                    (iii)      Failure to pay pending Bills.  

                    (B)      MOTION  FOR ECONOMY CUT :

                                Dr. Nimaichand Luwang, MLA to move :- 

                                              “That the amount of the demand be reduced by Rs.100”.

                                             On Account of :

                                            (i)        Failure to supply adequate power to the villagers. 

                    (C)      MOTION  FOR TOKEN CUT :

                                Shri M. Nilchandra Singh,  MLA  to move :- 

                                         “ That the amount of the demand be reduced  by Rs.100”.

                                            On Account of :

                                            (i)        Failure to provide a regular supply of power to the
                                                 consumers and industrial  units.

(4)    Demand No. 28 -  STATE EXCISE :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs.5,98,60,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 28 - State Excise.” 

                    (A)      MOTION  FOR  DISAPPROVAL OF POLICY CUT :

                                Shri  L. Ibomcha Singh, MLA to move :- 

                                                “ That the amount of the demand be reduced to Re. 1”.

                                             On Account of :

                                            (i)        Failure  to  implement High Court’s Order
                                                 dated  30-5-2003 in W.P.(C) No.726 of 2003
                                                  regarding  appointment  under die-in-harness
                                                  scheme.

                    (B)      MOTION  FOR TOKEN CUT :

                                Shri I. Hemochandra Singh, MLA  to move :- 

                                             “ That the amount of the demand be reduced  by Rs.100”.

                                             On Account of :

                                            (i)        Failure to implement prohibition in the State.

                                            (ii)       Inadequate realisation of Revenue.

(5)    Demand No. 29 -  saleS tax, other taxes/duties on commodities and services :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a  sum  not  exceeding  Rs. 1,62,56,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 29 - Sales Tax, Other Taxes/Duties on Commodities  and Services.” 

(6)    Demand No. 43 - HORTICULTURE AND SOIL CONSERVATION :

         Shri O. Ibobi Singh, Chief Minister to move : 

“that  a   sum  not  exceeding  Rs. 25,70,59,000  be  granted  to defray the charges which  will  come  in  course  of  payment  during the financial year ending 31st March, 2007 in respect of Demand No. 43 - Horticulture and Soil Conservation.”
