       reported      displacement of the villagers of Dingpi area due to renewed
      encounter between two U.G. groups.

         (B)     S/Shri L. Ibomcha Singh and M. Bhorot Singh, MLAs to call the attention of the       
        Home Minister on the proposed imposition of 45-days economic blockade on
        NH-39 by MTPRM.

DISCUSSION  AND  VOTING  ON  DEMANDS  FOR  GRANTS :
                 5.     Discussion and voting on demands for grants, 2003-2004.                

                         (i)      DEMAND NO.7 - POLICE

                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 134,83,13,000 be
                                           granted  to  defray  the  charges  which  will  come  in 
                                          course  of   payment during the financial year ending
                                          31st March, 2004 in respect of Demand No.7 - Police.”

          (A)  MOTION FOR DISAPPROVAL OF POLICY CUT :
                                          Dr. Nimaichand Luwang,
                                          Shri O. Joy Singh,
                                          Shri L. Ibomcha  Singh and
                                          Shri I. Hemochandra Singh MLAs to move :

                                          “that the amount of the demand be reduced to Re. 1”

On account of :

                                          (i)     Failure to maintain Law and Order.
                                          (ii)    Failure to control custodial deaths.
                                          (iii)   Mismanagement in the Police administration. 

                         (ii)     DEMAND NO.24 - VIGILANCE DEPARTMENT
                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 70,55,000 be granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004 in respect of Demand No.24 - Vigilance Department.”

                         (iii)    DEMAND NO.31 - FIRE PROTECTION AND CONTROL
                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 3,10,34,000 be granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004 in respect of Demand No.31 - Fire Protection and
                                             Control.”

                         (iv)     DEMAND NO.32 - JAILS
                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 4,42,75,000 be granted
                                           to  defray  the  charges  which  will  come  in  course  of
                                           payment during the financial year ending 31st March,
                                           2004 in respect of Demand No.32 - Jails.” 

                         (v)      DEMAND NO.33 - HOME GUARDS
                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 4,14,76,000 be granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                           payment during the financial year ending 31st March,
                                           2004 in respect of Demand No.33 - Home Guards.”

MOTION FOR TOKEN CUT :
                                          Shri M. Nilchandra Singh, MLA to move : 

                                           “that the amount of the demand be reduced by Rs. 100” 

On account of :
                                          (i)     Excess appointments and irregular payment of salaries.

                          (vi)     DEMAND NO.34 - REHABILITATION
                                   Shri O. Ibobi Singh, Chief Minister to move : 

                                          “that a sum not  exceeding Rs. 1,20,00,000 be granted
                                            to  defray  the  charges  which  will  come  in  course  of
                                            payment during the financial year ending 31st March,
                                            2004 in respect of Demand No.34 - Rehabilitation.”
