                        this week.

                 3.     Motion for adjournment on matter of urgent public importance, if any.

 CALLING   ATTENTION :

                 4.     Shri  I. Hemochandra Singh, MLA  to  call  the attention of the Health  Minister on
                         the reported outbreak of an unknown disease in Bishnupur  District and the suspected
                         traces of a rare epidemic found in the blood  samples of the affected persons.

 SHORT   DURATION   DISCUSSION :

 DISCUSSION  AND  VOTING  ON   DEMANDS  FOR  GRANTS :

                 6.     Discussion and voting on demands for grants, 2003-2004.

                 (i)      DEMAND NO.15 - FOOD & CIVIL SUPPLIES

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                  “that  a  sum  not  exceeding  Rs. 7,71,41,000  be  granted  to  defray  the 
                                  charges  which  will  come  in  course  of payment during the financial year
                                 ending 31st March, 2004  in  respect  of  Demand  No.15 - Food and
                                 Civil   Supplies.”

                                                 MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

                                          Dr. Nimaichand Luwang,
                                          Shri O. Joy Singh,
                                          Shri Erabot Yumkham,
                                          Shri I. Hemochandra Singh,
                                          Shri S. Chandra Singh,
                                          Shri Vivek Raj Wangkhem,
                                          Shri N. Bihari Singh,
                                          Shri L. Ibomcha Singh and
                                          Shri M. Bhorot Singh, MLAs to move :

                                           

                                          “that the amount of the demand be reduced to Re. 1”

On account of :

                                     (i)  Failure  to  deliver PDS items and S.K. Oil to the public.

                                    (ii)  Irregularities in the appointment of Agents/Sub-Dealersof rice and S.K. Oil.

                                     (iii) Failure in issuing required qualities of S.K. Oil/Rice etc.

                                    (iv) Lack of clear cut policy for proper implementation  of   the existing
                                           Schemes.

                                     (v) Failure in proper selection of beneficiaries of BPL/AAY.

                          (ii)     DEMAND NO.17 - AGRICULTURE

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 20,27,77,000  be  granted to  defray 
                                           the  charges  which  will  come  in  course  of payment during the
                                          financial year ending 31st March,2004  in  respect  of  Demand 
                                          No.17 - Agriculture.”

MOTION  FOR  DISAPPROVAL  OF  POLICY  CUT :

                                          Shri S. Ibohal Singh, MLAs to move :                                           

“that the amount of the demand be reduced to Re. 1”

                                          On account of :

                                          (i)     Failure to exploit Agro-based industries for employment generation
                                                    and increasing food production.

                                          (ii)    Failure of the Department to increase the productivity  in the State.

                                          (iii)   Failure  of  the Department  to  introduce  a concrete agricultural policy
                                                   of the State.

  

                         (iii)    DEMAND NO.43 - HORTICULTURE AND SOIL CONSERVATION

                                   Shri O. Ibobi Singh, Chief Minister to move :

                                           “that  a  sum  not  exceeding  Rs. 16,41,20,000  be  granted   to  defray 
                                            the  charges  which  will  come  in  course  of    payment during the
                                           financial year ending 31st March,  2004  in  respect  of  Demand 
                                           No.43 - Horticulture and  Soil Conservation.”

MOTION  FOR  TOKEN CUT :

                                          Dr. Nimaichand Luwang  and
                                          Shri O. Joy  Singh,  MLAs to move :

                                           “that the amount of the demand be reduced by Rs. 100”

                                          On account of :

                                          (i)     Non-implementation of Technology mission.

 HALF-AN-HOUR DISCUSSION :

                 7.(i)        Shri Erabot Yumkham, member  of  the Legislative Assembly to    raise
         a discussion  on the area of land allotted to the Dumbra Singh   Anath
         Ashram - arising out of Starred Question No.335 of   16.7.2003.

 

              (ii)        Shri Samuel Jendai, member of the Legislative Assembly to raise  a  discussion 
                           on  the  targeted  time for the  commencement  and  completion  of   the  Loktak
