|Subject Matter: Indian Veterinary Council Act
WHEREAS this Assembly considers that it is desirable to have a uniform law throughout India for the regulation of Veterinary Training and Practice and for all matters connected therewith or ancillary and incidental thereto;
AND WHEREAS the subject matter of such a law is relatable mainly to matters enumerated in entries 15 and 32 of List II and entry 26 of List Ill in the Seventh Schedule of the Constitution of India ;
AND WHEREAS Parliament has no power to make such a law for the State with respect to the matters enumerated in entries 15 and 32 of List II aforesaid except as provided in article 249 and 250 of the Constitution of India ;
AND WHEREAS by virtue of the powers under clause (1) of article 52 of the Constitution and in pursuance of the resolutions passed by all the Houses of the Legislatures of the States of Haryana, Bihar, Orissa, Himachal Pradesh and Rajasthan. Parliament has passed the Indian Veterinary Council Act, 1984 (52 of 1984);
AND WHEREAS the Indian Veterinary Council Act, 1984 (52 of 1984) extends in the first instance of the whole of the State of Haryana, Bihar, Orissa, Himachal Pradesh and Rajasthan and to all Union Territories ;
AND WHEREAS the said Act will extend to other States as may adopt this Act by resolution passed in that behalf in pursuance of Clause (1) of article 252 of the Constitution;
AND WHEREAS it appears to this Assembly to be desirable that the Indian Veterinary Council Act 1984 (52 of 1984) should be adopted in the State of Manipur.
NOW THEREFORE, in pursuance of clause (1) of article 252 of the Constitution, this Assembly hereby resolves that the Indian Veterinary Council Act, 1984 (52 of 1984) be adopted in the State of Manipur.
