“Resolved that non-reserved population now included in the Outer Manipur Parliamentary Constituency be given the right to exercise their franchise in the Inner Manipur Parliamentary Constituency, so that the political fusion of reserved and non-reserved people having different political treatment may be avoided.

Further, resolved that the Government of Manipur be urged to move the Election Commission to include the non-reserved population in the Thoubal Sub-Division now included in the Outer Manipur Parliamentary Constituency be included in the Inner Manipur Parliamentary Constituency."
